SA: Resolution 56

Whereas, according to the SA Bylaws, Article VI, Section 2, Part I, the Student Assembly “determines�the use of funds for undergraduate organizations” for the Student Assembly Finance Commission and, in addition, the part also states that “the SA also hears appeals from decisions of the undergraduate SAFC”;

Whereas, the Student Assembly Appropriations Committee issued the following report to the Hangovers:

• “After discussing your organization’s specific situation, the Appropriations Committee felt that since it was The Hangovers’ error in not providing the correct documentation and failing to follow up with payment through the office. Many members agreed that it would be unwise to leave The Hangovers on the hook for $5,500 and, in addition, the Committee believed that the group should accept punitive measures in response to the SAFC putting the $5,500 back in the account for use.
• The Committee decided on two actions by a vote of 5–4−2:
• 1. The SAFC will make the reverted funds available for payment of the Cornell Sherwoods, amounting to $5,500. Please consult with Terry Ector in the Office of the Assemblies as soon as possible about the documentation needed to further the request.
• 2. The Hangovers’ Spring 2011 SAFC allocation will be capped at either the normal cap minus $5,500 or $2,000; whichever is greater. The group will not be impacted for future funding cycles after Spring 2011 as it relates to this issue. For example, if the Spring 2011 normal cap is $5,000, the Hangovers’ cap will be $2,000, whereas if the normal cap is $8,000, the Hangovers’ cap will be $2,500;

Whereas, the SA is tasked to oversee the SAFC and students should resolve issues involving student money;

Be it therefore resolved, that the SA agrees with the Appropriations Committee that “it was The Hangovers’ error in not providing the correct documentation and failing to follow up with payment through the office,” however, that “it would be unwise to leave The Hangovers on the hook for $5,500 and�the group should accept punitive measures;”

Be it further resolved, that the SA supports the following punative measure on The Hangovers as stated by the Appropriations Committee: “The Hangovers’ Spring 2011 SAFC allocation will be capped at either $5,500 minus the normal cap or $2,000; whichever is greater. The group will not be impacted for future funding cycles after Spring 2011 as it relates to this issue. For example, if the Spring 2011 normal cap is $5,000, the Hangovers’ cap will be $2,000, whereas if the normal cap is $8,000, the Hangovers’ cap will be $2,500;”

Be it further resolved, that the SAFC contribute $5,500 from its non-administrative pool of SAF funds to compensate the Sherwoods as originally allocated to the Hangovers through the SAFC;

Be it finally resolved, that upon passage of this resolution, The Hangovers submit all documentation to the Office of the Assemblies for processing by Thursday, February 24th, 2011.
