R.31 Granting Voting Rights to Liaisons

Whereas, the Greek community represents roughly one-third of the undergraduate population, and the residential community (those with a Cornell University housing contract) represents roughly one-half of the undergraduate student body

Whereas, the Greek Tri-council and Residential Student Congress each have their own methods of electing student leaders and liaisons to the Student Assembly

Whereas, both the RSC Liaison and Greek Liaison are beholden to their respective constituencies and must accurately represent the members of their respective organizations

Whereas, the above clause is true of each of the current voting members whether representing a college (i.e Engineering, Hotel, etc.,) or a community (i.e. International, Minority, etc.,)

Be it therefore resolved, that the charter be amended to read:

ARTICLE 3: Membership
3.1 Composition

The SA will consist of 25 voting members who are registered undergraduate students at Cornell University. Eleven voting members of the SA will be elected by and from the student populations of the colleges and schools, one from each: the College of Architecture, Art and Planning; the School of Hotel Administration; the College of Human Ecology; and the School of Industrial and Labor Relations. Two each shall be elected from the College of Agriculture and Life Sciences and the College of Engineering; and three shall be elected from the College of Arts and Sciences. Additionally, one shall be elected by and from the Greek Tri-Council and one shall be elected by and from the Residential Student Congress. In addition, eight voting members will be elected at-large by and from the University undergraduate student population as a whole; two at-large seats are to be reserved for candidates seeking the offices of President and Executive Vice President of the Student Assembly and must be explicitly designated as such. Four shall be elected by and from new students entering in the fall. The SA may allocate not more than two of its eight at-large seats to any one constituent group (or groups) of students which it determines to be underrepresented. Should the Assembly determine to allocate a seat or seats to specified groups of students, such allocation shall be in accordance with procedures promulgated by the SA and contained in its procedures and/or bylaws. Should there be no candidate running for a given seat, the seat shall be considered vacant. The seat will be filled, under Article 3, Section 4, after the newly elected SA takes office.

All members of the Cornell student body are considered non-voting members of the SA, and are encouraged to attend and participate in meetings. The SA may designate ex-officio members. The President will appoint one member of the administration to serve as consultant to the SA at its meetings.

Bylaw 3.3.a One member chosen by the InterFraternity Council (IFC), the Panhellenic Association (PanHel), or the Multicultural Greek Living Council (MGLC) shall be included as a voting member on a rotating basis, beginning with a representative of IFC, following with PanHel, and finishing with MGLC. The Greek member shall not be eligible to serve on the Student Assembly Executive Board.

Bylaw 3.3.b One executive member shall be chosen by the Residence Student Congress (RSC) to serve as a voting member. The Residential Student Congress member shall not be eligible to serve on the Student Assembly Executive Board.
