(Proposed) Receipt has to be turned in within 1 month of date of expenditure.

What is the rationale for this change? Is it really solving a problem, or just creating a new headache for treasurers?

It seems like an unreasonable addition to an already onerous process. For example, our organization has a social function each week, generating about $10/week of expenses. We generally collect receipts, and after we have $50 or $60 worth, submit them all. Why should we have to bother with the submission process if we don’t have many expenses, as this change would force us to do?
