Article 2: Authority of the Assembly

• Consolidates first two sections into a single section with the same effect.
• Eliminates sections 11–13 dealing with resolution of conflicts among assemblies. The assembly reports directly to the President, who is also empowered to resolve conflicts between resolutions of various assemblies, so an additional resolution step was found unnecessary.

Article 3: Membership

• Clarifies eligibility requirements according to current understandings and practices of the assembly.
• Clarifies the nature of the non-voting Human Resources representative to the assembly.
• Clarifies the process for filling vacancies in the assembly both by election and appointment, including a comprehensive procedure for filling incidental vacancies by appointment, which is lacking in the current Charter.
• Clarifies definition of terms of membership in the assembly.
• Adds an impeachment process for removal of assembly members “for conduct that is unethical, illegal, disruptive, or otherwise in conflict with charter and bylaws of the assembly or the University”. The present charter does not provide for the impeachment of members.

Article 9: Amendment

• Revises amendment procedure so that referenda are no longer required for amendments to be implemented. This is intended to assure the assembly is able to more readily adapt its structure to changes in the employee community over time.
